How the Index is built.

The research rules behind the numbers, published so the findings can be checked.

The Fiber Leadership Index is descriptive public-source research. Every rule that shaped the dataset is stated here.

Universe

The index covers an approved universe of 50 U.S. fixed-broadband operators, held constant across every leadership family. Company IDs, ownership taxonomy, operator archetypes, and normalized company names are fixed, so family-to-family comparisons always use the same denominator.

Scope

Five public families are in scope: CEO, COO / Operations, CFO / Finance, Commercial, and Technology / Network. The CEO dataset uses a July 11, 2026 snapshot; the four functional families use a July 28, 2026 snapshot. The two snapshots are labeled separately throughout.

Title mapping requires remit evidence, not just a title. Chief Growth Officer counts in Commercial only when the sourced remit covers revenue or commercial growth. CIO counts in Technology / Network only when the sourced remit covers network, product, or core operator technology. CHRO, Legal, Strategy, Construction, standalone Network Operations, and General Manager are excluded from the launch boundary.

Collection design

Each operator receives one company-centric pass covering the functional families. The research captures the current incumbent and title, supported appointment timing or directly stated tenure, appointment route, immediately prior employer, title and function, and no more than three meaningful prior operating roles.

Full career histories, board and advisor roles, education, personal details, and exhaustive transition ledgers are excluded by design.

Sources

Sources are tiered. Tier 1 - official company pages, filings, appointment releases, and owner or regulator records - is preferred. Tier 2 telecom trade and regional business reporting may support private-company facts. Tier 3 conference and public professional profiles corroborate or fill gaps. Search snippets and AI summaries are discovery tools only; they are never sources of record.

Every published raw fact resolves through an atomic fact-source link to a logged source - 3,559 links across the accepted dataset. Normalized and derived fields resolve to source-backed inputs plus documented rules.

Unknowns are preserved

"Not publicly identified" means a completion pass did not locate a qualifying public incumbent. It does not prove the function is absent. "Vacant" and "role not separately constituted" require direct evidence. Missing data is never converted into a negative finding.

All CCO, Chief Customer Officer, Chief Growth Officer, Chief Business Officer, CIO, non-chief equivalent, combined-title, multiple-incumbent, segment, and parent-company mappings receive direct lead review.

Appointment route rules

Tenure is not imputed. A start date is stored only when directly supported. Direct tenure language stays a quoted data field rather than being back-calculated into a start date.

Quality assurance

Limitations

The sample is descriptive. It does not establish causation, performance, or predictive fit. Public disclosure varies by ownership model and company size, so identification rates partly reflect disclosure practice, not just organization design. The CEO and four-family snapshots are 17 days apart and remain labeled separately.
